Trading Standards Update 28/02/2012

28/02/2012 Help I'm Stuck in Madrid!

Warwickshire Trading Standards has recently been made aware of some phishing scams which seek to exploit people's good nature to steal money. The latest is an email which purports to come from the 'Rev. David Lacy'. He claims to be stuck in Madrid having had his wallet stolen and only needs you to lend him 2000 EUR in order that he can get home safely!

Such emails prey on the vulnerable and should be deleted immediately on receipt.

28/02/2012 Beauty and Health Product Scam

Warwickshire Trading Standards Service is warning consumers to beware of ‘free’ sample offers for face creams, detox pills and other beauty and health products advertised on social networking and other Internet sites after receiving complaints. Trading Standards Officers are particularly concerned that social media users are sharing these offers and people are signing up without thinking because they trust recommendations from ‘friends’ when they might be more wary otherwise.

The offers are also often mixed in with genuine promotions from well established businesses, making it harder for consumers to distinguish the good from the bad and down right ugly! Consumers are registering their debit or credit cards with these beauty product businesses, believing that the only cost to them is a few pounds for postage and packing.

However, many people are not reading the offer small print and do not realise that they have in fact signed up to an expensive monthly subscription! This only becomes apparent to them when they receive more of the product and are charged over £70 a month.

Be extremely wary of signing up to any ‘free’ offers on the Internet, especially when you are asked to share bank account or credit card
details. Make sure you trust the company fully before going ahead.

28/02/2012 Business Invoice Scam

Businesses are warned to check the invoices they receive for payment after a retired businessman man received a request for
payment for £321.84. The invoice appeared to suggest the retired individual's business (which was no longer trading) had an existing
account and warned that if payment was not received 'services would be cancelled'. On closer reading of the document it would appear
that the invoice was in fact a demand for payment to appear on business web directory. The retired individual's business had no
pre-existing agreement with those who sent the invoices.

Warwickshire Trading Standards are concerned that some larger businesses may pay the invoice without realising they don't actually
take the service in question. Details of the scam have been passed to fraud investigators.

28/02/2012 BT Calling Scam

Consumers are warned to beware of bogus calls from people falsely claiming to represent BT. One Warwickshire resident had an unexpected call from someone who claimed he was calling tell the consumer that his PC had been hacked. The consumer allowed the caller to take control of his PC who then demanded a payment of £49.99. Warwickshire Trading Standards advise consumers to never grant access to your computer to anyone who phones you unexpectedly.

NHW NW Alert members of the public foil criminals

Police are urging people in Warwickshire to stay alert to potential criminal activity after two separate incidents where members of the public called the police after disturbing people acting suspiciously around homes and cars in Warwickshire in recent days.

Incident 8 of 12 February: At 1.45am on Sunday 12 February a quick thinking member of the public shouted at two males she believed were attempting to break in to a home in Trentham Close, Nuneaton after she heard a loud bang. The males shouted abuse back at her. Officers arrived to find the males had fled the scene and made an immediate search of the area in an attempt to locate them. Officers believe the males may have entered the gardens from Packwood after discovering a fence panel was removed in the garden.

Incident 17 of 14 February:  At 2.20am on Tuesday 14 February a member of the public called the police after seeing a male in a reddish hooded top on his driveway in Beverley Road, Leamington Spa. The male seemed to be trying the door handle of his car. The householder shouted at him and he ran off towards Rugby Road. The car was not damaged.

Beware of bogus guttering & cladding traders

NHW RW SA Beware of bogus guttering & cladding traders

in white transit van registration number

NG54 OPA

This message is sent on behalf of PCSO Rob Elton of Stratford Safer Neighbourhoods Team:
Please can we ask you to be on the lookout for rogue traders operating from a white Ford Transit van with the registration number NG54 OPA.
These traders are offering to replace guttering and claddings in the Stratford and Bidford areas but intelligence suggests that this may well be more widespread.

Trading Standards have been alerted but please could we remind you to take the following steps when using a contractor or trader in order to protect your property and yourself:

Always ask for identification and check the authenticity of it by checking the number given, either in the phone book or on the internet.  Do not ring the number on the card given as this may be bogus and another member of the rogue trading team could be on the end of the phone waiting for your call.

This may take a few minutes but a genuine caller/ trader will understand and will not mind waiting.

Always use a trusted company.  Use someone who has been recommended to you or someone that you have found through the telephone book or a trade directory.
Always get a minimum of three quotes to make a comparison and to ensure that you are not being overcharged.  Ensure that you get a copy of the estimate in writing before work commences.

Do not be intimidated by callers at your door.  You are allowed to say NO.  You are even allowed and encouraged not to answer the door to anyone you do not know or are not expecting.
If in doubt always ask the visitor to call back when you have a neighbour or relative with you.  Legitimate traders will be happy to do this and anyone calling from the utility companies will have made an appointment with you before attending your home.

Call Police on 101 if you have concerns or call Crimestoppers on 0800 555111
Of course, in an emergency, always call 999

If you believe that you spot these traders, with their van, in your area, please contact Police on 101 immediately and report their whereabouts as Stratford Police are keen to have a word.  Thankyou.

A plea from one of our PCSOs

Dear All,

Yesterday whilst out on patrol in one of our local villages I was shocked and amazed to witness,
a local resident leave the rear of their property approach their car with no key in hand and simply open the vehicle retrieve an item and then shut the car door with no attempt to lock it, the resident a few minutes later came back to the car and replaced the item and again no attempt to lock the car and left it open for the world.

When asked Why?

The response was "Well its only Harbury, nothing happens here"

This is a common response in which the local policing team come across with members of our community, even victims of crime who for example; have been victims of burglary and then when a follow visit is carried out by the SNT.

The front door is still unlocked, ground floor windows left open and unattended, and sheds and garages still not padlocked and being left open.

It is vital the message is passed on that sadly no longer are the days gone by of the scenario of being able to leave the front door open for the calling neighbour, no longer can a vehicle be left unlocked and not driven off, no longer can a shed or garage be open to the world for all to look and not touch.

Protection of Property and Prevention of Loss is the only way forward.
The attitude of . . .
Oh well . . .
It's only Napton
It's only Long Itchington
It's only Stockton
It's only Harbury
It's only Bishops Itchington
It's only Fenny Compton
.... needs to change!!!

Crime happens everywhere and Villages are opening themselves up to being easy targets.
Help us to help the community and prevent crime.
If members of your community want crime prevention advice please put them in contact with the Southam Safer Neighbourhood Team.
Don't be a Victim . . . ACT NOW!

Trading Standards Update - 01/02/2012 Bogus Caller/Insulation Hard Sell

Warwickshire Trading Standards has received a complaint that an elderly lady living in Nuneaton received an unexpected visit from someone that claimed to be selling insulation. The caller insisted that the insulation work would have to be done and that resident would have to pay. The caller was described as being very threatening. The resident was unable to get the name of the business.

There are a number of companies presently operating across Warwickshire offering loft and cavity wall insulation. Some sell their services door to door or over the phone, others advertise in local newspapers or use flyers.

Warwickshire Trading Standards does not advise consumers to choose the first business who comes to their door. Residents should shop around for the best prices and go on recommendation if possible. Some residents may be eligible for home insulation grants and are advised to find out more by visiting www.direct.gov.ukand search 'Warmfront'.

Finally, it can be hard to tell a good trader from a bad one on the doorstep. If in doubt, keep your door closed

ALL INCIDENTS AND CRIME NEED TO BE REPORTED!

Your Rural Business has become a target for thieves NOW is the time to act!

Q. WHY?!?! The Police do not do anything???
A. Policing is determined by the National Intelligence Model, which is driven by recorded incidents and recorded crime.

If you don't report incidents or crime then rural crime "is off the radar".

Here is some crime prevention that can help to try and reduce Rural Crime.

Your business is your castle . . .

Our ancestors had full control over entry and exits to their castles.
They achieved this by having a combined entry and exit point using gates, watch towers, moats, walls and guards.
  • Look closely at the perimeter of your property, remove all gates and entrances that you no longer use.
  • Plant thorn hedges with deep ditches and bunds.
  • Change the layout of your business to establish a single entrance and exit.
  • Place a gate at the public end to your entrance to make it less inviting.
  • Place a second inner gate at the private end of entrance to your property.
  • Invert and cap gate hinges so that gates cannot be lifted off, or use good padlocks with covers so they cannot be cut off. Also ensure all fixing bolts cannot be removed.
  • If a gate is not being used for a lengthy period, place a temporary obstruction in front of it so it cannot be opened or used for parking or rubbish tipping.
  • Use locking posts or temporary obstructions to control large openings to yards
  • Cattle grids should be removable and locked out of position when not in use.
  • Place CCTV at the inner gate to record the number plates of vehicles and the faces of drivers. Place CCTV signs up as well.
  • Install sensor controlled 'dusk to dawn' security lights to alert you to visitors
  • Install an infra red device at the inner gate which will sound an alarm / bell to alert you to visitors.
  • Join Farm Watch, obtain signs from your local team and place them on your gate posts.
  • Place signs stating 'you do not buy from calling sales persons'

Protect your Property . . .
Historically, many Farm buildings were built for Storage, not for Security. Now they need to be secure as well as to provide cover.
  • Put yourself in the place of a thief; inspect your buildings and upgrade your storage to reflect the value of the property stored in it. Fit high quality locks. Ensure the fabric of the building is secure. Seek advice from a  Police Crime prevention Officer.
  • Add indoor security by installing sensors with audible alarms. Display signs to show you have alarms installed.
  • Consider CCTV
  • Store all your property indoors when not in use.
  • Keep all doors locked, except when the building or office is in use and there is someone present
  • If your building shell is poor, use secondary secure storage such as a container.

Tractors, Agricultural Machinery and Trailers . . .
  • Nothing should be stored or kept in a visible location, except when in use. When vehicles or plant of any sort are kept outside they should be kept locked and the keys kept in your possession or in a locked key cupboard.

Prepare for a loss . . .
  • All property must be uniquely marked, photographed and recorded in an asset register that includes serial, chassis and model numbers.
  • Use property marking solutions to uniquely mark all types of property, or post code your property in a non-visible place and photograph it. Marking solutions: Smartwater - www.smartwater.com or Selectamark - www.selectamark.co.uk or Identidot - www.identidot.com
  • If your property is high value fit a tracking device or a data tracking chip. Your insurance company, or a Police Crime Prevention Officer will be able to advice you on the best product.
  • Register valuable plant; the national plant and equipment register (www.ter-europe.org) runs an international database of owned and stolen equipment. It employs staff who work with law enforcement agencies to identify and recover stolen equipment. You can register five items for free. Tractors and other agricultural machinery, trailers, caravans, quarry equipment and generators are amongst the most stolen items.

Computer and Identity Security . . .
  • Your computer is vulnerable to electronic theft as well as thieves. Ensure you have an up-to-date virus checker and firewall if you use email or the internet.
  • Identity theft is an emerging crime. Buy a home shredder for all unwanted personal documents.

Diesel Tanks . . .
  • Avoid sitting storage tanks in isolated areas such as outlying buildings. A mobile bowser could be used instead and removed to a secure location when not in use.
  • For tanks located close to an electricity supply there are additional options - better lighting, motion sensors and alarms - to act as further deterrents.

Caravan Storage . . .
Caravans are very desirable and thieves will go to extraordinary measures to steal them. There are existing industry standards which you should aspire to.
  • The Caravan Storage Site Owners association (www.cassoa.co.uk) has a scheme for accrediting storage facilities. Secured by Design (www.securebydesign.com) have a secure caravan parks accreditation scheme.

Rural Arson . . .
Rural businesses have many sensitive potential arson locations.
  • Hay and Straw should be removed from fields as soon as possible after harvesting.
  • Hay and Straw should be stored: Separately from other buildings, particularly those housing fuels, agrochemicals and machinery. Also in stacks reasonable size, spaced at least 10 meters apart, separately from livestock housing as well.
  • Petrol, Diesel and other fuels should be stored in secure areas and storage tanks outlets should be padlocked
  • Fertilisers and pesticides should be kept under lock and key. The health & safety executive can provide further advice on the storage and transportation of fertilisers, particularly ammonium nitrate.
  • Refuse should be disposed of safely and on a regular basis.

Local Community . . .
A Strong sense of community still exists in rural locations.
  • Join the Farm Watch Scheme or if already joined encourage other people to join.
  • Find out who the local Police Contact is for your area . . . for Southam and surrounding villages contact details are at the bottom of this email.
  • If you have a suspicious caller at your business, record the vehicle registration number, descriptions of the persons and report this to the police.

Don't be a Victim . . . ACT NOW!
As well as these messages being sent out, the team here at Southam also rely on the vigilant members of our community to keep us informed of any information that is not reported to the Police.
We encourage all members of our Community to report incidents no matter how big or little they are.

Use oil for heating? - Ways to keep it safe

Advice from a Neighbouring SNT

Hello reader,

Last week a vehicle that was stopped in Ettington. After a number of checks by HMRC, they discovered that the vehicle had been running on Kerosene (heating oil). We are aware that heating oil is expensive and we want to give you some crime prevention ideas. Alarms are a great way of alerting you if anyone tampers with the tank and may prevent thefts. I have attached some links below that may help your oil being stolen.
